Upon installation of the FrontPage extensions using the fp_install.sh script, you will be prompted to install what is called a 'root web':
Do you want to install a root web (y/n) [Y]?The root web refers to the top level website that has FrontPage extensions installed. This is usually someplace like /home/httpd/html or /usr/local/apache/htdocs. A root web has the following directory and file structure:
